Analyzing the role public administration plays in the construction —definition, shaping, and changing— of social reality is the main object of this article. We try to support that there are three different logics underlying its performance: bureaucratic rationality, politic rationality and the market rationality. The main purpose of this text lies on studying the grasp, effects and failings of those different rationalities in certain boundary: the public policies on cultural resources. Nowadays, as the construction of large cultural resources is in vogue in many european and spanish cities, it becomes a main object in order to study the role of public administration in planifying and constructing social reality.
