La guerra del recibo del agua. Una movilización popular atípica en el área metropolitana de Barcelona, 1992-2002

Abstract

This article describes and analyes the mobilization in Catalonia during ten years of about 200.000 persons in a collective action of fiscal disobedience azainst the taxes associated with the payment of water consumption. This unaccustomed protest, even if only reactive at the beginning, becomes later proactive, namely with aspirations to participative democracy and the advocacy of fiscal standars, in environmental and social issues, and shows signs of the emergence of a new civil society. It embodies the concepts "social capital", "collective intellectual" and "mobilization structures".
