This paper analyzes the saliency of some issues in the 1996 and 2000 electoral campaigns. It advances a theoretical model to explain the logic of the electoral debate between Spanish Labour Party (PSOE) and Popular Party (PP). The hypotheses of the model are related to the criteria of the selection of issues, and the conditions for the convergence in the politization of issues by both parties. The hypotheses are empirically tested using a poisson model.
