eHealth on the balance sheet: A Delphi study with ICT support and management staff

Digital innovations have driven eHealth, transforming the relationship between healthcare systems and patients. Beyond assistential improvements, the literature highlights significant organizational benefits. However, concerns remain about the equity and inclusion ensured by ICT, particularly regarding risks like digital exclusion. Through a two-round Delphi study with eHealth implementers, advantages and disadvantages were identified, along with proposed improvements. The most notable benefits include efficiency, accessibility, and decision-making support. Yet, threats such as resistance to change, the digital divide, dehumanization of care, and technological dependence were also noted. Policymakers implementing these strategies recognize their transformative potential but stress the need for measures to mitigate structural inequalities. Key recommendations include enhancing training, usability, cybersecurity, and comprehensive planning to ensure an inclusive and effective digital transition.
